유권자의 31%가 2030이지만
국회 만 39세 이하 단 13명,
겨우 4.3% 차지에 불과
젊은 세대 정치에 관심 갖고,
직접 참여하도록 교육과
훈련을 제공할 필요가 있어
자기주도적으로 사회 개선할 수
있는 능력과 권한 부여해야

4년에 1번만 열리는 경기가 있다. 큰 규모의 중요한 경기지만 관중석은 점점 비어가고 있다. 늘 똑같은 선수들이 반복되는 플레이를 보여주기 때문이다. 이 경기는 바로 국회의원 선거다. 우리나라 국회에 만 39세 이하 젊은 정치인은 단 13명, 4.3%이다. 유권자의 31%가 2030 세대지만 국회 내에는 겨우 4% 정도인 것이다. 세대 인구에 비례하는 수의 정치인이 나와야 한다. 세대를 대표할 정치인의 부재는 곧 그 세대를 대표하는 정책이나 문제를 대변하고 해결할 사람이 부족하다는 말과도 같다. 결국 이것은 정치력의 불평등으로 사회 전반에 영향을 끼친다.

젊은 세대를 대표하는 정치인이 부족하면 그들의 의견과 요구, 직면한 문제에 대한 이해도가 떨어질 수 있다. 진심으로 공감 어린 정책을 내놓기 어렵고 해결하려는 자세에도 진정성이 결여될 수 있다. 이러한 정치력의 불균형은 시간이 지날수록 젊은 세대와 기존 세대 간 격차를 확대하고, 소외된 세대의 불만을 증폭시킨다. 젊은 정치인의 부재와 그로 인한 정책 편향은 여러 원인이 있을 수 있는데 그중 가장 큰 네 가지를 말하고 싶다.

우선 한국은 정치인이 되기 위한 진입장벽이 높은 편이다. 자금, 네트워크, 경험이나 정보가 부족한 경우 젊은 후보들은 경쟁에서 밀려난다. 또 한국의 정치 문화는 전통적이고 보수적인데 특히 경험과 나이를 중시한다. 일부 선거제도는 기존 정치력을 갖는 후보들에게 유리하게 작동할 수 있으며 대중의 인식도 젊은 후보들을 미숙하다고 생각하거나 능력을 의심할 수 있다.

젊은 세대를 대변할 정치인이 나오려면 젊은 세대가 정치에 관심 갖고, 직접 참여하도록 교육과 훈련을 제공해야 한다. 젊은 후보들에게 더 많은 기회를 주도록 선거제도를 개편해야 한다. 정치에 관심 있는 젊은 사람들을 대상으로 정치인 육성 프로그램을 실시하고, 젊은 정치인의 역량에 대한 인식 개선 캠페인도 해야 한다.

늙어가는 사회, 그리고 소외당하는 젊은 세대. 그 중심에서 말하고 싶다. 무게를 짊어진 젊은이들이 이 사회에서 무엇을 찾고 있는지, 그리고 그들이 그것을 찾지 못했을 때 무엇이 되어가는지에 대하여.

젊은이들에게도 자기 주도적으로 사회를 개선할 수 있는 능력과 권한을 부여해야 한다. 이 사회가 젊은이들에게 무엇을 요구하는지, 그 요구를 충족시키지 못할 때 어떤 좌절감을 느끼는지 생각해 보자. 생존을 위해, 이기적 유전자를 위해 ‘자기 자신만을 살리려는’ 시대 속에서 청년세대는 해탈하고, 포기한다. 그것도 아니면 악에 받친 칼부림으로 사회를 뒤흔든다.

저출산이나 청년 문제를 왜 나이 드신 어르신께서 고민하는가. 세대를 대표하는 정치인 부재로 여전히 청년세대는 부모뻘의 정치인들과 지난하고 막막한 소통을 기다리기만 하는 처지다. 최소한 지방의회라도 밑에서 천천히 젊은 정치인들로 채워 나갈 필요가 있다.

저출산과 청년 문제로 다양한 이유가 거론되지만 본질적으로 젊은 정치인의 부재로 인해 청년 세대가 주체적으로 판단하고 삶을 꾸려갈 정치력이 없기 때문이라고 생각한다. 세대 간 비율을 고려해 맞춘 정치권력의 분배야말로 서로가 서로를 구하는 길이 되지 않을까 싶다. 이제, 젊은이들은 단순히 자리를 지키는 들러리나 어르신 훈수에 이리저리 놓이는 기물이 아닌 이 사회에서 세대를 더 나은 방향으로 이끌어 갈 수 있는 주체적 존재로 거듭나야 한다. 젊은 정치인의 필요는 같은 세대를 돕고 존중하며 이야기를 듣고 함께 성장하기 위한 작업의 일환일 뿐이다.

옛날에는 국방부 장관이 30대였고. 국회의원은 20대도 많았다. 허나 지금의 2030은 머물러 반복되는 권력층에 밀려 기회조차 얻지 못하고 있다. ‘젊음’이라는 단어가 ‘무력함’이라는 단어로 바뀔 때, 젊은이들은 이 사회에서 무엇을 바라고 있을까? 현재 젊은이들은 그 어떤 세대보다 높은 수준의 교육을 받았으며 많은 정보를 받아들이며 좋은 환경에서 자랐다. 다만 그것을 발휘하고 주체적으로 주인이 되어 이끌어 갈 사회를 만나지 못했을 뿐.

뿌리 깊은 수저문화, 등골 휘는 사교육, 천정부지 치솟는 집값, 0.5로 추락한 저출산, 사상 최고치 고령화.

어떤 사람들은 오랜 경험과 지식이 있어야만 사회 문제에 대한 적절한 판단과 대응이 가능하다고 생각하지만 다양한 시각과 접근법, 그리고 청년 세대만이 가진 독특한 경험과 느낌으로 문제를 해결하는 것도 중요하다. 지금까지 정치문화나 사회구조가 청년 세대의 참여를 어렵게 만드는 요소였다면 우리 사회는 그것을 인정하고 함께 극복하며 개선해야 한다. 또한 청년 세대 스스로도 자신의 의사를 표현하고, 직접적으로 사회와 정치에 참여하려는 의지가 필요하다.

Over time, this imbalance in political power can widen the gap between young and old, amplifying the frustrations of marginalized generations. The absence of young politicians and the resulting policy bias can be attributed to a number of factors, but I would like to highlight four of the biggest ones.


First, South Korea has a high barrier to entry to become a politician. Lack of funding, networks, experience, or information puts young candidates at a disadvantage. South Korea's political culture is traditional and conservative, with a particular emphasis on experience and age. Some electoral systems may favor candidates with existing political power, and public perception may view younger candidates as inexperienced or doubt their abilities.


If we want politicians to represent young people, we need to educate and train young people to be interested in politics and get involved. Electoral systems need to be reformed to give young candidates more opportunities. Politician training programs for young people interested in politics and awareness campaigns about the capabilities of young politicians are also needed.


An aging society and a marginalized younger generation. At the center of it all, I want to talk about what young people who carry the weight are looking for in this society and what they are becoming when they don't find it.


Young people need to be empowered and empowered to improve society on their own terms. Think about what this society demands of young people and how frustrating it is when those demands are not met. In an age of survival, of "looking out for yourself" for the sake of your selfish genes, young people are either liberated, or they give up. Either that, or they turn on society with a vengeance.


In the absence of politicians who represent their generation, the younger generation is still waiting for their parents' politicians to communicate with them. At the very least, local councils need to be slowly filled with younger politicians.


Various reasons are cited for the declining birthrate and youth problem, but essentially, the lack of young politicians is because the younger generation does not have the political power to make their own decisions and organize their lives. I think the distribution of political power that takes into account the ratio between the generations will be the way to save each other. Now, young people should be reborn as subjects who can lead their generation to a better direction in this society, not just as bridesmaids who keep their seats or as objects that are placed here and there to serve the elders. The need for younger politicians is just part of the work to help, respect, listen to, and grow with their generation.


Once upon a time, the Minister of Defense was in his 30s. Many members of parliament were in their 20s. But now, the 2030s are stuck in a rut and don't get a chance. When the word 'youth' is replaced by the word 'powerless', what do young people want from this society? Young people today are more educated than any generation before them, and they've grown up with a lot of information. They just haven't seen a society where they can use it and take ownership of it.


A deeply entrenched cutlery culture, spine-tingling private education, skyrocketing house prices, a birthrate that has plummeted to 0.5, and an aging population at an all-time high.


While some people believe that only those with years of experience and knowledge can make appropriate judgments and responses to social issues, it is also important to have diverse perspectives and approaches, and the unique experiences and feelings of the younger generation. If the political culture or social structure has made it difficult for young people to participate, we need to recognize it, overcome it, and improve it. Young people themselves also need to be willing to express their opinions and participate directly in society and politics.
